DUTIES AND RESPONSIBILITIES:  The purpose of the Child Development Center (CDC) Director position is to administer a center-based developmentally appropriate early childhood program for children of eligible patrons. The CDC Director is responsible for the administration of the facility to include implementation of developmentally appropriate programs budgeting and financial management, personnel management, program operations, and compliance, among other tasks. Applies professional knowledge of child development principles to supervise the CDC's developmental programming, to include ensuring implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children in the age categories served. Provides program oversight and accountability for the performance of staff and the safety of children in accordance with Department of Defense (DoD), Department of Navy (DON), and local policies and standards. Ensures compliance with, and is assessed by adherence to the standards and criteria developed by the DON, DoD, Military Child Care Act (MCCA), and the National Association for the Education of Young Children (NAEYC). Takes action to implement recommendations or correct deficiencies resulting from inspections or developmental assessment reviews. Responsible for supervision of staff and volunteers. Ensures proper and timely initiation and implementation of all personnel actions and assures quality in selection, assignments, training, promotions, disciplinary actions, and recognition of employees. Supports and carries out all established EEO objectives/policies in matters of personnel management and supervision and communicates support of policies to subordinates. Works collaboratively with the T&C Specialist to identify training needs of employees, provide or make provisions for training to accomplish those needs, and assess application of training. Ensures training is competency-based and tied to career progression. Encourages and facilitates staff pursuits of Child Development Associate (CDA) credential. Ensures all staff follows safety, health, and risk management policies and procedures. Responsible for compliance with child abuse and neglect reporting requirements. Continually oversees and evaluates center programs. Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP). Performs other duties as assigned.

QUALIFICATION REQUIREMENTS:  Must have a minimum of a Bachelor's degree in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis), Youth Recreation, Recreation, Physical Education or related field of study that included a major study in education AND 3 years of full time experience working with children or youth or monitoring childhood programs or equivalent. Ability to communicate effectively both orally and in writing in English and posses strong interpersonal communication skills is required. Must have knowledge of the principles of child development and in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. Strong supervisory and business skills and ability to provide positive personnel management is required. Must be able to identify and respond properly to emergency situations, childhood illness, physical and emotional disorders. Must have knowledge of facility design, functional use, and maintenance concepts; DON, local and state child care regulations and procedures as well as other regulations and instructions pertaining to military child care. DUTIES AND RESPONSIBILITIES : Position serves as the subject matter expert and representative for issues involving schools (K-12) and their relationships to community. Responsible for leading the integration of military children into local school systems. Receive and processes complaints from installation personnel and their family members regarding area schools and refer into appropriate agency. Develop action plans for accomplishment of community/school support goals. Plan, develop and coordinate joint installation/community/school activities. Primary installation advisor to commanders, installation leaders, parents and educators on all education matters impacting military associated children in grades K-12. Establishes an interchange of ideas and issues among installation personnel, local community leaders, civic groups, etc. concerning problems in local schools that may negatively impact installation activities. Represents the Command on school boards, councils, and advisory groups. Meet regularly with school principals, teachers, guidance counselors, superintendents and other school staff. Assists parents with locating points of contact in the schools and makes referrals as appropriate. Participate in all installation relocation assistance efforts (Newcomer Orientation, Youth Sponsorship). Create and maintain collaborative partnerships with relevant installation and community organizations (e.g., Fleet and Family Support, Child and Youth Programs, chaplains, medical, EFMP, military/civilian personnel offices, military units). Informs local school officials on base programs, policies, and activities. Write new releases, fact sheets, base newspaper articles, flyers, and feature articles to help educate the base population regarding school programs and policies. Performs administrative duties related to school liaison officer program. Maintains program information and prepares a variety of reports or feeder information as required. Prepares, distributes, and tabulates needs assessments to determine the educational needs of the military community. Complete required documentation and insures information such as public, private and home school information are available for review by installation leadership or for briefings to installation populations. Develop an annual budget and projects, monitors program expenditures.

 

QUALIFICATION REQUIREMENTS : Position requires a 4 year college or university degree with a major course of study/substantial course work which directly relates to a CYP field: early childhood/elementary/secondary/special education, child/youth development, psychology and youth program administration or a closely related field. Or, a combination of education and experience – courses equivalent to a major in a field (24 hours) appropriate to the position , plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 year course of study described above. A minimum of three years experience working with school personnel, students and parents, i.e., School Liaison Officer, CYP Manager, education or academic leader/counselor. Knowledge of the Navy operational Organizational structure, chain of command, and particularly as it relates to the CYP. Knowledge and understanding of Navy philosophy, goals, vision, policy and programs relating to CYP issues of military members. Oral and written briefing skills with Knowledge of techniques and formats for effective communication to installation level leadership. A.  Yes. However, we are a Non-Appropriated Funds Instrumentality. We are paid with funds generated in our own programs rather than Congressional monies.

A.  CSP is Community Support Programs. We provide mission-essential support to the military, Retirees and DoD Civilians through various programs including Child and Youth programs, Housing, Recreation, Fitness, Dining Services, etc.

 

Q.   Is this a paid internship?

 

A.   Yes. This position starts at $11.66 per hour.

A.  We have several Child Care and Youth Center locations within the San Diego Metro area: Naval Base San Diego, Murphy Canyon, Naval Base Point Loma (Submarine Base), Miramar Marine Corps Air Station, Marine Corps Recruit Depot and Naval Medical Center, San Diego.

 

Q.  What does flexible employment mean?

Q.  Do I have to join the Navy or be a military dependent to apply?

 

A.  No and you don't have to wear a uniform. This is a civilian position and every student with Early Childhood Development area of study is welcome to apply. Once hired, you will be given an ID card to allow base access.

 

Q.  Where do I apply?

 

A.  An application form is available on our website at www.mwrtoday.com . You may submit an application via fax at (619) 556-9537, send by email to mwr.hr.dept@mwrsw.com or you may drop it off at Bldg 3210 Yama Street, Naval Base San Diego.

 

Q.  Is a background check required?

 

A.  Yes.  If you have a concern about your background you can discuss it with a personnel department representative.   It is important that you are 100% truthful.

  

Q.  What happens after I apply?

 

A.  Once we receive your application, we will forward it along with all other applications received, to the hiring Child Care Director. The Director will call the best qualified candidates for an interview.

 

Q.  How do I know if I was selected?

 

A.  A representative from the NAF Human Resources Office will notify you by phone.

 

Q.  Do you check references?

 

A.  Yes. It is a good idea to alert your references that they may receive a call.

 

Q. What do I need to bring for orientation?

 

A.  You will need a completed Direct Deposit form (completed by you and your bank representative), a government issued picture ID and any document that establishes eligibility to work in the United States, such as your Social Security card or Birth Certificate.
